From Beijing's vantage point, the story is simple.

The United States and Russia hold nuclear arsenals far larger than China's, and the United Kingdom and France have long relied on sea-based nuclear deterrence. The most dangerous feature of a security dilemma is that each side can describe its own buildup as defensive, then treat the other side's response as justification for the next round of expansion.

Flying Into a Nuclear-Free Zone Does Not Mean the Treaty Has Already Been Violated

This missile landed in the South Pacific, which also touches a legal line that is easily oversimplified in headlines.

The Treaty of Rarotonga established the South Pacific Nuclear Free Zone, with a core prohibition on treaty parties in the region manufacturing, acquiring, possessing, or testing nuclear explosive devices, and provisions addressing nuclear waste and the legacy of nuclear testing. So "it landed inside a nuclear-free zone" is a geographic fact; "it has already violated the treaty" cannot simply be derived from where it landed.

What is genuinely worth pressing on is transparency. Was advance notice given early enough? Was the navigational-warning area complete? Did neighboring island states have sufficient time to adjust civil aviation and shipping? Start with what it did not do.

It did not suddenly teach China how to cross the strait and land troops, it did not solve the PLA's problems of air superiority, logistics, port seizure, or urban occupation, and it did not prove that Beijing has decided to attack Taiwan. A sea-based strategic missile is aimed primarily at ultimate deterrence against other nuclear powers — it is not something used to sink a landing craft partway across the strait.

So slotting it directly into a "countdown to a 2027 invasion" narrative is a wrong connection.

But it will change the background at a higher level.

If a Taiwan Strait conflict stays at the conventional level, the United States can calculate the cost of intervention based on carriers, submarines, long-range strike, and allied bases. Once China is more confident it can preserve a nuclear retaliatory capability, the US also has to calculate: if a conventional strike hits China's early-warning, command, or systems that may be dual-use for both nuclear and conventional forces, would Beijing mistakenly believe its nuclear force is being disarmed?

What Taiwan really needs to understand is that a future crisis will not just be about "fight or don't fight" — it will also be about how each side judges which threshold the other has crossed. Once nuclear and conventional systems sit on the same picture of the situation, misjudgment itself becomes a risk.

Taiwan Cannot Copy the Nuclear Powers, But It Can Do Three Things

Taiwan has no need — and should not — pursue a symmetric nuclear weapon in response to a single test. That would involve major international norms and severe political costs, and it would also pull limited resources away from more urgent priorities such as air defense, anti-blockade capability, command resilience, and social continuity.

What Taiwan can actually do can be condensed into three words: see, survive, stay connected.

See. Strengthen missile early warning, space- and air/sea-based surveillance, and cross-border intelligence exchange, so as to at least know what has happened. Early warning is not a guarantee of interception — it buys time for decisions, evacuation, and command.

Survive. Command posts, communications, power, data, and key government functions need to be dispersed, so that a single point of failure cannot drag down the entire system. The real value of "multi-domain deterrence, resilient defense" in Taiwan's 2025 National Defense Report lies precisely in making it impossible for an adversary to paralyze the whole system with just a few strikes. Taiwan should bring nuclear-level crisis communication into its security dialogue with the United States, Japan, and other partners; regional countries should likewise demand that China provide earlier, more complete notice of strategic test launches, and establish hotlines that remain usable during a military crisis.

One company surviving does not mean the supply chain survives.

For SMEs, the most practical preparation is even more mundane: off-site data backups, an alternative contact tree, a list of key suppliers, and cash flow and insurance terms. These preparations already help against typhoons, cyberattacks, power outages, and blockades — there is no need to invent a separate, unrealistic "nuclear war script."

Anyone who declares, from one blurry photo, that the JL-3 is fully mature, or claims the United States will never again dare intervene in the Taiwan Strait, is going further than the evidence allows.

But this is also not news that can simply be scrolled past.

China's choice to publicly display a strategic nuclear submarine's long-range launch shows that sea-based second-strike capability has become something it wants the region and the United States to factor into their calculations. As nuclear weapon numbers, platforms, and missions expand together, if transparency and crisis communication do not grow in step, the room for miscalculation will widen.

Taiwan's most mature response is neither to amplify fear nor to pretend nothing has happened.

It is to acknowledge that the strategic environment has changed, and then to put every unit of its limited resources where it can actually reduce vulnerability: seeing a little earlier, staying operational after the first blow, and still being able to get the message through to the right people during a crisis.

The missile under the sea belongs to the nuclear powers.
